Erhöhte Impfpriorität (Stufe 3) für Beschäftigte an Hochschulen / Higher vaccination priority for employees at universities (level 3)
Seit dem 30. April 2021 haben gemäß § 4 Abs. 1 Nr. 8 Coronavirus-Impfverordnung Personen, die an Hochschulen tätig sind, mit erhöhter Priorität (Stufe 3) Anspruch auf eine Schutzimpfung gegen das Corona-Virus.
Nach Auffassung des Niedersächsischen Ministeriums für Wissenschaft und Kultur ist die in § 4 Abs. 1 Nr. 8 Coronavirus-Impfverordnung genannte Gruppe von „Personen, die an Hochschulen tätig sind“ weit zu verstehen und schließt auch Personen ein, die zur Hochschule in einem öffentlich-rechtlichen Dienst- oder Rechtsverhältnis eigener Art stehen, sofern sie tatsächlich an der Hochschule tätig werden. Zu dem Personenkreis gehören auch wissenschaftliche und künstlerische Mitarbeiter*innen und wissenschaftliche Hilfskräfte sowie studentische Hilfskräfte und Lehrbeauftragte, aber auch Personen, die in Verwaltung, Organisation und Technik unterstützend für Forschung und Lehre tätig sind.
Die entsprechenden Bescheinigungen können von den Einrichtungsleitungen unterschrieben werden.

Bitte beachten Sie, dass derzeit noch nicht in allen Bundesländern Personen mit erhöhter Priorität (Stufe 3) geimpft werden. Bitte informieren Sie sich selbstständig auf den entsprechenden Internetseiten über die aktuellen Regelungen in Ihrem Bundesland (Stand 7. Mai 2021: in Hessen und Thüringen werden Personen der Stufe 3 bereits geimpft, in Niedersachsen sind Impfungen für Hochschulbeschäftigte voraussichtlich ab dem 31. Mai 2021 möglich).
Die Bescheinigungen können selbstverständlich bereits jetzt ausgestellt werden und müssen zum Impftermin (nicht zur Terminvergabe!) vorliegen.
As of 30 April 2021, people working at universities have been entitled to vaccination against the coronavirus at a higher priority (level 3) according to § 4 para. 1 no. 8 Coronavirus-Impfverordnung (coronavirus vaccination regulations).
Lower Saxony’s Ministry of Science and Culture advises that the group of people working at higher education institutions mentioned in § 4 para. 1 no. 8 Coronavirus-Impfverordnung should be interpreted broadly and should also include those who have a public service or legal relationship of some kind with the university, provided they actually work there. This group of people also includes those who work in the arts or sciences, research assistants, student assistants and teachers, as well as those working in administration, organisation and technology in support of research and teaching.
The required certificate should be signed by heads of the institutions.

Please note that not all parts of Germany are vaccinating groups at priority level 3 yet. You will need to find out about the current regulations yourself bearing in mind where you live by checking the relevant website. For instance, from 7 May 2021, in Hesse and Thuringia, those falling into the level 3 priority group are already being vaccinated. In Lower Saxony, vaccinations for university employees are expected to be possible from 31 May 2021.
The certificates can, of course, be issued now and must be available at the time of the actual vaccination (not at the time of making the appointment).
