3G-Plicht am Arbeitsplatz: Ergänzungen / 3G in the workplace: additonal information

Wir haben den Eintrag „3G-Pflicht am Arbeitsplatz“ in der A-Z-Liste ergänzt.

Als Ansprechpersonen sind pro Fakultät, Zentraler Einrichtung oder für den Bereich der Zentralverwaltung pro Abteilung/Stabsstelle nur eine oder maximal zwei Personen zu nennen. Die Informationen müssen daher zwingend in der Fakultät zusammenlaufen. Im Falle einer Kontrolle ist es weder der Personalabteilung noch der Stabsstelle Sicherheitswesen möglich, für jedes Institut oder jede Einrichtung Ansprechpersonen zu kontaktieren.

Personen, die an mehreren Einrichtungen tätig sind, müssen die erforderlichen Nachweise in allen Einrichtungen hinterlegen.

Zudem ist die Frage nach der Zuständigkeit für die Erhebung der Daten aufgekommen und soll an dieser Stelle verdeutlicht werden: Verantwortlich sind grundsätzlich die Leitungen der Organisationseinheiten, also die Dekanate (konkret: Dekan*innen), die Leitungen der Zentralen Einrichtungen und die Leitungen der Abteilungen/Stabsstellen der Zentralverwaltung. Weitere Einrichtungen, die nicht einer der genannten Organisationseinheiten zugehörig sind, gelten ebenfalls als verantwortlich. Es kann von der Leitungsebene nach unten delegiert werden. Dies ist zu verschriftlichen und auf ein Mindestmaß zu reduzieren. Grundsätzlich geht die organisatorische Zuordnung einer räumlichen Zuordnung vor. Eine übergeordnete Meldung von obersten Führungskräften an höhere Ebenen ist nicht erforderlich, der Nachweis ist dann einrichtungsintern zu erfassen.

Von der Testpflicht sind auch Jugendliche unter 18 Jahren nicht ausgenommen, wenn sie an der Universität zur Ausbildung beschäftigt sind.

Die Zeit des Testens ist weiterhin dann Arbeitszeit, wenn der Test während der Ausübung der Tätigkeit im Campus-Covid-Screen (CCS) oder in Form eines Selbsttests vor Ort wahrgenommen wird. Die Zeit für einen Test in einem Testzentrum gilt hingegen nicht als Arbeitszeit.

Weiterer Hinweis zum Datenschutz: Erfassende Stellen sind in Delegation der Pflicht durch die Abteilung Personal die jeweiligen Abteilungsleiter*innen, Stabsstellenleiter*innen, Einrichtungsleiter*innen und Dekanate; ein kleinstmöglicher Kreis konkreter Daten erfassender und speichernder Personen wird dort bestimmt. Die genannten Personen sind als Beschäftigte der Universität Göttingen allesamt auf das Datengeheimnis verpflichtet.

Only one or a maximum of two people can be named as the contact/s per faculty, central facility, or for the area of central administration, per department or staff unit/section. It is therefore imperative that the information is all held together in the faculty. In the event of an inspection, it is not an option for the HR Department nor for the staff unit S to get in touch with contacts for each institute or similar.

People who work at more than one institution must ensure the required proof is provided to all institutions.

In addition, the question of responsibility for collecting the data has arisen and should be clarified at this point: In principle, the heads of the organisational units are responsible. This means the deaneries (specifically: deans), the management of the central institutions, the management of the departments/staff units of the central administration. Other institutions that do not belong to one of the organisational units mentioned are also considered responsible. This may be delegated down from the management level, which must be written down and kept to a minimum. In principle, organisational assignment takes precedence over area assignment. A high-level report from top management to those above is not required; the evidence is to be recorded internally in the institution.

Young people under the age of 18 are not exempt from compulsory testing if they are employed by the University for training purposes.

Testing time continues to count towards worktime if the test is taken whilst carrying out duties whether done at CCS or as an on-site self-test. Time spent taking a test at a testing centre, on the other hand, does not count towards worktime.

Further note on data protection: in delegation of the duty by the HR Department, the responsible recording bodies are the respective heads of department, heads of staff units/sections, heads of facilities and deaneries; the smallest possible group of specific contacts recording and storing data should be agreed there. As staff of the University of Göttingen, the aforementioned people are all obliged to respect data confidentiality.
