Liebe Lehrende, liebe Studierende, liebe Mitarbeiter*innen,
seit Anfang März steuern wir die Universität nun durch die Corona-Pandemie. In dieser Zeit sind zahlreiche Regelungen und Handreichungen entstanden, ein umfassendes FAQ-Register sowie ein Newsletter. Das Infektionsgeschehen geht auf und ab, derzeit sind wir in der sogenannten zweiten Welle. Angesichts der Vielzahl an Regelungen sowie der auf- und abgehenden Infektions- und Inzidenzzahlen wurde aus der Universität heraus der mehrfache Wunsch an die Krisenstabsleitung nach einem einfachen Navigationssystem herangetragen.
Das Ergebnis, einen mit Farbcode versehenen Stufenplan, hat das Präsidium am 25. November 2020 beschlossen. Er steht seit heute auf der Homepage der Universität zur Verfügung. Dieser Stufenplan zeigt auf einen Blick, wo wir uns mit der Universität gerade im Infektionsgeschehen befinden: 1 (gelb) = stabil niedriges, 2 (orange) = erhöhtes und 3 (rot) = hohes Infektionsgeschehen. Aktuell, Ende November 2020 befinden wir uns auf Stufe 2 mit einem erhöhten Infektionsgeschehen.
Der Stufenplan zeigt zugleich die wesentlichen Regelungen, die zum Zeitpunkt der jeweiligen Stufe an der Universität gelten: für Studium und Lehre, für Forschung, Dienstreisen, Homeoffice, Tagungen und andere Veranstaltungsformate. Diese Regelungen werden durch den Stufenplan nicht neu gefasst, sondern nur auf übersichtliche Art kommuniziert. Weitergehende Informationen befinden sich dann in den einschlägigen Dokumenten, zum Beispiel in dem am 27. August 2020 veröffentlichten Dokument zu „Veranstaltungen im Wintersemester 2020/21“. Diese werden, abhängig vom Regelungsgehalt, vom Präsidium alleine oder in Mitbestimmung von den zuständigen Organen der Universität beschlossen (zum Beispiel Senat, Personalrat).
Die Feststellung der jeweiligen Stufe hat das Präsidium der Krisenstabsleitung übertragen. Dabei berücksichtigt diese verschiedene Faktoren: die lokalen und regionalen Inzidenzwerte, die Entwicklung der Infektionszahlen an der Universität, die landes- und bundesweite Entwicklung sowie die Einschätzung von Stadt und Gesundheitsamt Göttingen. Ein Automatismus zur Stufenfestsetzung nur aufgrund eines bestimmten Inzidenzwertes ist angesichts häufig wechselnder Werte nicht sinnvoll. Die Krisenstabsleitung wird, soweit dies das Infektionsgeschehen zulässt, den möglichen Wechsel einer Stufe mit Vorlauf ankündigen und die Gründe für ihre Entscheidung mit kommunizieren. Die Überprüfung des Stufenplans erfolgt 14-tägig sowie bei akutem Bedarf wöchentlich.
Ich darf mich für die Unterstützung bei der Entwicklung des Stufenplans bei vielen Mitwirkenden herzlich bedanken! Die Anregung kam unter anderem aus der virtuellen AG Studium und Lehre sowie vom AStA, der erste Entwurf und die Verarbeitung von Kommentaren erfolgte in der Stabsstelle Sicherheitswesen/Umweltschutz, und zahlreiche Akteur*innen und Gremien haben wertvolle Kommentare geschickt (aus der Universitätsmedizin, dem Krisenstab, Senat, Personalrat, aus den Dekanaten und Studiendekanaten sowie vom AStA)
Ich hoffe, dass der Stufenplan seinen Zweck erfüllt. Wie bei vielen Entwicklungen der vergangenen Monate erhebt auch dieser Plan nicht den Anspruch auf Perfektion, und wir sind für Anregungen zur Verbesserung dankbar. Auch hier steht das Corona-Postfach (cv-info@uni-goettingen.de) für Feedback zur Verfügung. Es wird weiterhin Anpassungsbedarf geben, auch an externe Regelungen, über die wir Sie wie gewohnt in unserem Newsletter informieren werden. So erwarten wir im Laufe des Tages die neue niedersächsische Corona-Verordnung, die auf den am Mittwoch getroffenen Bund-Länder-Beschluss aufbauen soll. Mit unserem zentralen Hygienekonzept und den dezentralen Konzepten, unserem Stufenplan und den Anstrengungen, die wir alle in den vergangenen Monaten gemeinsam unternommen haben, sehen wir uns gut aufgestellt, um das Infektionsgeschehen einzudämmen und den Universitätsbetrieb in begrenzter und verantwortungsbewusster Präsenz aufrecht erhalten zu können.
Auch wenn manchen vielleicht nicht danach zumute ist, wünsche ich uns allen dennoch eine schöne Vorweihnachtszeit und dass wir weiterhin so gut durch die Pandemie kommen wie in den zurückliegenden Monaten.

Dear Teaching Staff, dear Students, dear Staff,
Since the beginning of March, we have been steering the University through the coronavirus pandemic. During this time, numerous regulations and guidelines have been developed, as well as a comprehensive list of FAQs and a newsletter (UniNews). The rate of infection has been going up and down and we are currently in the “second wave”. In view of the large number of regulations and the rising and falling numbers and rates of infections, multiple requests have come from the University to the Krisenstab (crisis management team) for a simple navigation system.
The result is a three-level, colour-coded plan, which was approved by the Presidential Board on 25 November and is now available on the University’s homepage. This plan will show you, at a glance, how things are going regarding the infection rate at the University: 1 (yellow) = stable low, 2 (orange) = increased, and 3 (red) = high infection rate. Currently, at the end of November 2020, we are at level 2 with an increased number of infections. At the same time, the plan shows the main regulations that apply at the University at the time of each level: for student and academic services, for research, business trips, working from home, conferences and other types of events. These regulations have not been replaced by the step-by-step plan, but simply communicated in a clearer way. Further information can then be found in the relevant documents, e.g. in the “Guidelines for Events” (English translation published 8 September 2020). Depending on the content of the regulations, these are approved by the Presidential Board alone or in co-ordination with the relevant bodies of the University, e.g. the Senate or Personalrat (staff council).
The Presidential Board has delegated the task of determining the appropriate level to the crisis management team. This task takes into account various factors: the local and regional incidence values; the development of the number and rate of infections at the University; the development at state and national level; as well as the assessments from the City and the Göttingen Gesundheitsamt (public health department). In view of the frequently changing values, an automatic assessment based solely on a certain incidence value would not be sensible. The crisis management team will, as far as the incidence of infection allows, announce a potential change of a level in advance and communicate the reasons for its decision. The plan will be reviewed every 14 days and on a weekly basis should the need arise.
I would like to express my sincere thanks to the large number of contributors for their support in developing the plan! The suggestion came from, among others, the virtual working group for Student and Academic Services, as well as from the AStA (general student council). The first draft and incorporating comments took place in the Safety/Environmental Section; and numerous individuals and committees sent in valuable comments (the UMG, the crisis management team, the Senate, the staff council, the Deans and Deans of Studies, as well as the general student council).
I hope that the phased plan will work as intended. As with many developments in recent months, this plan does not claim to be perfect and we would therefore be grateful for suggestions for improvement. The coronavirus mailbox is also available for your feedback. There will be an on-going need to adapt to external rules, and as usual, we will inform you about any necessary adjustments in our newsletter, UniNews. Today, we expect the Lower Saxony coronavirus regulations based on agreement reached on Wednesday between the federal and state governments. With our central health and hygiene rules (Hygienekonzept) and the guidelines in the faculties and institutes, our new 3-level, colour-coded system (Stufenplan) and the efforts we have all made together over the past few months, we believe we are well positioned to contain the incidence of infection and maintain the running of the University.
Although some may not feel like it, I would nevertheless like to wish everyone a good time in the run-up to Christmas, and that together we will continue to get through this pandemic as well as we have in recent months.
